The next meeting of the Bayside and Bay Creek boards is Monday,
August 25, 2008, at 2:00 PM at the Pelican Landing Community Center. At this
time the boards will hold a public hearing for the adoption of the budget
for the fiscal year that runs from October 1, 2008, to September 30, 2009.
Major actions taken at the July 28, 2008, meeting:
1. The boards hired Boran, Craig, Barber & Engel as general contractor for
the district maintenance facility to be built on Coconut Road. Construction
will begin in August with completion expected in early 2009. The boards
established an $800,000 cap for this construction project. The money for the
project will come from the uninsured assets funds of each district.
Residents will not be taxed for this project.
2. In accordance with a district rules amendment adopted in 2007, the
districts raised the base rate charged residential and commercial properties
for irrigation water from $.42 to $.43 per 1000 gallons, effective January
1, 2009.
3. The Heron Marsh overlook project costs have been estimated at just under
$140,000. Because of the cost and the difficulty of bringing irrigation
water to the project, the boards agreed to table this project.
Informational items:
1. Because of a shift in construction oversight from Lee County to the City
of Bonita Springs, the Roll Dock/Canoe Park project has been delayed.
2. The landscape improvements at the North Entrance will be completed in the
month of August.
3. The xeriscape landscape work in front of the community center is a joint
effort among the district boards, the PLCA, and the Garden Club. The project
will showcase a landscape design featuring plants that have been carefully
chosen to withstand drought conditions.

Pelican Landing has two
Community Development Districts (CDDs)
Bayside Improvement District and Bay Creek Community Development District
Each CDD is governed by a Board of
Supervisors elected by the property owners who are registered Florida voters
within the boundaries of the district. The district boards meet on the 4th Monday
of each month at 2:00 PM at the PLCA Community Center. The agenda for each
meeting is posted on this website approximately one week prior to the meeting. Minutes are
posted after they have been approved by the boards. Meetings are open to the
public.
Bayside Improvement District includes
the neighborhoods of Addison Place, Bay Cedar, Bellagio, Capri, Castella, Coventry, Cypress
Island, Goldcrest, Heron Cove, Heron Glen, Heron Point, La Scala, Las Palmas, Lakemont, Lakemont Cove,
Longlake, Longlake Village, Merano, Messina, Mystic Ridge, Navona, Palermo, Palm Colony, Pennyroyal, The Reserve,
The Sanctuary, Sandpiper Greens, Sandpiper Isle, Sawgrass Point, Sorrento,
Treviso, Tuscany Isle, and Waterside.
Bay Creek Community Development District
includes the neighborhoods of Ascot, Bay Creek, Bay Crest, Costa
Del Sol, The Cottages, Creekside Crossing, Pinewater Place, Southbridge, The
Pointe, and The Ridge.

General Purpose: Each district is a limited purpose independent government agency designed to
provide community-related services to its residents by maintaining the
community’s infrastructure.
Funding: The CDDs are funded by an annual non ad-valorem assessment that is included on
the property owner’s county tax bill. For some areas of Pelican Landing, that
bill also includes a non ad-valorem capital assessment that pays for debt
services related to construction of district facilities.
Management: Wrathell, Hart, Hunt and Associates, LLC provide management services for the

Here's What The Districts Do!
Working in concert with the PLCA and WCI, the community
developer, the Districts are responsible for providing:
Landscaping Maintenance: Maintenance of all
plant materials and irrigation systems within the community’s common areas,
parks, and right-of-ways is provided by the district’s own landscape team. And they plant all those colorful flowers each season!
Lake Maintenance: The district contracts with
a private firm to keep our lakes free from unwanted algae and vegetation, a
sometimes daunting task with the varying weather conditions.
Wetland Maintenance:
A private firm maintains our wetland areas, paying careful attention to the
removal of unwanted exotic plant materials.
Storm Water Management:
The lakes throughout Pelican Landing were created to be both functional and
beautiful. As part of the storm water management system, the lakes must meet
state water quality standards and provide for flood control. Lake levels are
designed to fluctuate throughout the year as the rain and ground water levels
vary. The planting of lake banks with aquatic plants and the introduction of
aeration systems help to maintain water quality The storm water first flows
through drainage culverts and swales where much of the sediment and organic
debris settles. The water collects in wetland areas, marshes, and man-made lakes
where it is further detained for filtration before flowing into tidal estuaries.
Water Supply System: The districts provide an
efferent non-potable water supply for the irrigation systems. Individual home
owners and individual communities are billed for their water usage. Potable
water is provided and billed by Bonita Springs Utilities.
Street Lighting Maintenance:
The districts repair damaged or inoperative lights on community roads.
Street Sweeping:
Street sweeping is provided for all community roads. Individual neighborhoods
may execute an agreement to have the district sweep their streets.
Monument Maintenance: The districts clean and paint monument signs
for single family neighborhoods. Condominium developments and villa developments
are responsible for maintaining their own signage.
