One of the reasons residents choose to live at Pelican Landing is how well the residential neighborhoods blend into the natural beauty of the surrounding environment.  This harmonious blend of nature and development is the result of careful planning and the application of strict guidelines.

This effort is managed by Pelican Landing Community Association’s Design Review Committee (DRC).  Its purpose is to ensure consistent quality design in architecture and landscaping and to promote continued first-class maintenance of the community.  The DRC works diligently with residents, designers, builders, and contractors to fulfill this goal.  The DRC works closely with the Association's management represented by the Director of Covenant Enforcement.

All new construction plans and drawings, as well as landscape designs are approved through the DRC prior to building.  Renovations, structural additions, and landscape enhancement plans must also be reviewed and approved by the DRC prior to the start of any work.  This committee meets regularly to review these plans and seeks to make the process easy and uncomplicated for each resident. All forms, plans, drawing, etc. must be submitted at least one week prior to the next scheduled DRC Committee meeting in order to be reviewed at that meeting. Submissions after that deadline will not be reviewed until the following month's DRC Committee meeting.

Design Review Policy

This policy defines the approval process required of all residents wishing to make changes which will significantly affect the exterior appearance of their property – both home and landscaping.

Purpose:

This policy assures that all changes made to residential properties adhere to architectural standards as described in Article XI of the PLCA Homeowner Documents and additional standards of individual communities where applicable.


Procedure:

All proposed changes to the home exterior or landscaping which will cause a significant change in appearance must be approved by the Design Review Committee (DRC) prior to implementation. If the resident's community has a Home Owners Association (HOA), Condominium Association or property management group with responsibility in overseeing community appearance, their written approval must be obtained prior to requesting approval of the DRC, since this community is most affected by any changes. It is also recommended that close neighbors be notified of the proposed changes and asked for nonobjection, especially if any variance to current practices is requested. The proposed changes should be described in detail with appropriate sketches or drawings submitted to the Director of Covenant Enforcement (DCE).  For home, pool or lanai structural changes a $150.00 fee must be included to cover costs for professional design review.  This fee will be refunded if such review is deemed unnecessary.  Copies of the Non-Structural Changes to Residential Property and Structural Changes to Residential Property forms are attached.  Approval by the DRC is limited to the appearance of the proposed changes only. The resident or their contractor is responsible for assuring that any construction meets all code requirements and for obtaining the proper permits prior to start of construction.

Should the DRC disapprove of the proposed change, the reasons for disapproval will be stated and modifications may be suggested if appropriate. If the resident is unwilling to modify proposed changes sufficiently to gain DRC approval, he/she has the option of filing a written appeal directly to the PLCA Board within 15 days after notice of disapproval, as described in Article XI Section 1 of The Documents. The Board's decision on any appeal will be final.

The following examples are considered to be significant changes: expansion of house, garage or lanai; relocation or expansion of driveway; addition or expansion of any privacy wall; significant change in facade or color of house; significant change in landscaping; removal of trees unless replaced. The following examples would not require DRC approval: changes in home interior; repainting of house in similar color, replacing unhealthy plants and trees in kind, small changes in plant bed size, shape and composition. If in doubt as to the need for DRC approval, contact the DCE at the PLCA office.

For informational purposes the following plants and trees are not allowed in Pelican Landing:  Earleaf Acacia, Norfolk Island Pine, Toog Tree, Australian Pines, Carrotwood Tree, Malaleuca species (punk, cajeput, paperbark trees), Downy Rose Myrtle, Brazilian Pepper, Jambolan Plum.
